Red Wing Neighbor of the Year Award was supposed to be a surprise for Red Wing resident Don Felmlee. He was expected to be at theNnoontime Kiwanis meeting at the St. James Hotel on Jan. 31, but was stuck in Shakopee with car troubles. With cast and sling, Marty Kelly was sworn in Dec. 28 at the Goodhue County Courthouse. Last month, the sheriff=elect sustained serious injuries while cutting wood, resulting in injuries including broken ribs, vertebrae, hands and wrist.
