DESCRIPTION
This subsurface sewage treatment system installation project is located on the Prairie Island Indian Community's reservation or within Goodhue County. The estimated quantities shown on the bid form are based on the average quantities installed historically for a subsurface sewage treatment system in Goodhue County. The Contractor will be paid based on the actual quantities required to construct the subsurface sewage treatment system. The Contractor shall construct multiple subsurface sewage treatment systems throughout the construction season at the accepted unit price bids. The number of subsurface sewage treatment systems constructed will depend on the demand for sanitation facilities requested by tribal members and the total amount of funding provided by the Indian Health Service. The Contractor needs prior approval from the Indian Health Service before commencing work on each subsurface sewage treatment system installation. This subsurface sewage treatment system installation project is paid for with federal funds provided to the Prairie Island Indian Community under a sanitation facility construction program administered by the Indian Health Service. The wages paid to the laborers employed by the Contractor on this project must equal or exceed the current published Federal Davis-Bacon minimum prevailing wage rates for Residential Construction. The Contractor must submit MnDOT's weekly Contractor-Subcontractor's Federal Copeland Act/Davis Bacon Act Compliance Report to the Engineer (see attached Mn DOT Form 21658A) certifying the wages paid on a weekly basis to labor employed on the project prior to the release of any partial or final payment to the Contractor for this week.
