05/17/2008 12:00 AM Years ago, the utility companies struck a deal with Becker, Granite Falls, Oak Park Heights, Cohasset, Hoyt Lakes, Monticello, and Red Wing. In exchange for giving investor-owned utilities authority to build and operate power plants in their communities, the Minnesota cities were promised that the property taxes generated by the electric power plants would more than offset the nuisance of hosting the plants.
