Notice is hereby given that sealed bids will be received by the City of Red Wing, MN, at the office of the City Clerk, City Hall, 315 West 4th Street, Red Wing, MN 55066, until 2:00 PM CDT on April 12, 2017, and will be publicly opened at said time and place by two or more designated employees or agents of the City of Red Wing, said bids to be for the furnishing of all labor and materials for the construction complete and in place in accordance with the plans and specifications consisting of the following approximate quantities:

The bids must be submitted on the bid forms provided in accordance with Contract Documents, as prepared by Stantec Consulting Services, Inc., 2335 Highway 36 West, St. Paul, MN 55113, which are on file with the City Engineer of Red Wing and may be seen at the office of the Consulting Engineer.

Bids must be on the basis of cash payment for the work and materials, and no bid will be considered unless sealed and filed with the City Clerk and accompanied by a cash deposit, certified check, or bidders bond, payable to the City, for not less than 5 percent of the bid, as a guarantee that the bidder will, within 15 days after notification of the award of contract, enter into an agreement with the City and furnish a bond for the full amount of the contract as provided by law. This deposit will be subject to forfeiture as provided by law.
Cash deposits, certified checks, and bidders bonds of the 3 lowest bidders may be retained until the contract has been awarded and executed, but no longer than 60 days from the date of opening bids. All other deposits will be refunded promptly.
All Bidders for contract amounts of $50,000 or more shall require contractors, subcontractors and vendors which have 20 or more full-time employees to submit a copy of their Affirmative Action Certificate for the current period with their bid.
The City reserves the right to reject any and all bids and to waive any informalities therein. No bid may be withdrawn within 60 days from the date of opening of bids.
A pre-bid meeting will be held on March 30, 2017, at 10:00 AM at the Public Works Building, 229 Tyler Road North, Red Wing, MN 55066. All interested bidders should attend this meeting.
Minimum wage rates to be paid by the Contractors have been predetermined and are subject to the Work Hours Act of 1962, P.L. 87-581 and implementing regulations.
READ CAREFULLY THE WAGE SCALES AND DIVISION A OF THE SPECIAL PROVISIONS AS THEY AFFECT THIS/THESE PROJECT/PROJECTS
The Minnesota Department of Transportation hereby notifies all bidders:
in accordance with Title VI of the Civil Rights Act of 1964 (Act), as amended and Title 49, Code of Federal Regulations, Subtitle A Part 21, Non-discrimination in Federally-assisted programs of the Department of Transportation, it will affirmatively assure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded maximum opportunity to participate and/or to submit bids in response to this invitation, and will not be discriminated against on the grounds of race, color, disability, age, religion, sex or national origin in consideration for an award;

"It is hereby agreed between the parties that Minnesota Statute, section 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 are incorporated into any contract between these parties based on this specification or any modification of it. A copy of Minnesota Statute 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 is available upon request from the contracting agency."
"It is hereby agreed between the parties that this agency will require affirmative action requirements be met by contractors in relation to Minnesota Statute 363A.36 and Minnesota Rules 5000.3600. Failure by a contractor to implement an affirmative action plan or make a good faith effort shall result in revocation of its certificate or revocation of the contract (Minnesota Statute 363A.36, Subd. 2 and 3)."
A minimum goal of 10.5 Percent Good Faith Effort to be subcontracted to Disadvantaged Business Enterprises.
It is anticipated that the bids will be considered by the Red Wing City Council at their meeting on April 24, 2017.
