This orange conduit, uncovered because of road construction along Oak Street, was placed in the ground to hold fiber optic communication lines. U.S. Sen. Amy Klobuchar introduced federal legislation that would require the state to lay down conduit every time roads are built or rebuilt. Red Wing has already adopted that policy.
