Letter: We need a three-legged frac bill

I thank Sen. Matt Schmit for introducing a frac sand bill at the Capitol last Tuesday. His bill is a “three-legged stool” which contains a state moratorium, a generic environmental impact statement and Minnesota Pollution Control Agency standards.
