Wabasha County had the largest spending decrease (reduction in levy) of all counties in Minnesota. Despite those who campaign against Merl Norman and say otherwise, the 2012 Standard & Poors assessment upgraded the county’s ratings to AA. Appropriate reserves are in place to protect the county.
