PUBLIC HEARING NOTICE
Notice is hereby given that the City of Red Wing Advisory Planning Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, March 19, 2013, at 7:00 p.m., to hear and make a recommendation on a Conditional Use Permit (CUP) request by Xcel Energy - Prairie Island Nuclear Generating Plant (PINGP), 1717 Wakonade Drive, Red Wing, for a Storm Water Management Plan related to the construction of a proposed 1.62 acre aggregate laydown yard and a temporary 383 stall parking lot associated with an upcoming steam generator replacement project. The proposed construction project would result in the disturbance of approximately 5.5 acres of land; the Red Wing Zoning Ordinance requires the approval of a Storm Water Management Plan as a CUP for projects that disturb more than one (1) acre of land. The project includes the construction of a permanent infiltration basin to the north of the proposed laydown yard to treat and store related storm water flows. The temporary parking lot incorporates aggregate drive lanes and grassy parking stalls and is designed for the infiltration of related storm water flows; however, an additional infiltration basin has been designed and modeled in the event that the temporary parking lot becomes permanent. It is anticipated that the temporary parking lot will be reclaimed and re-vegetated by late 2013. The additional infiltration basin would be constructed only if the temporary parking lot becomes permanent.

Written or oral comments to said application may be presented at this public hearing or filed with the City Clerk prior to this hearing. Each response will be duly considered and evaluated before any formal action is taken by the Planning Commission.
