PUBLIC HEARING NOTICE
Notice is hereby given that the City of Red Wing Planning Advisory Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, January 15, 2013, at 7:00 p.m., to hear and make a recommendation on a Conditional Use Permit (CUP) and Variance request by Northstar Development Partners, LLC, 2000 Old West Main Street, Red Wing, to construct a 60 unit multi-family residential apartment building at 1919 Old West Main Street. A CUP is required in the Mixed Use Commercial Tourism (MCT) Zoning District for a Multiple Family Residential (5 + Units) use. The Red Wing Zoning Ordinance requires a CUP for a Storm Water Management Plan, which is required for projects disturbing more than one acre of land. The applicant is proposing to remove two buildings on the site, re-grade the site, and construct a 3 ½ story, 60 unit apartment building including 60 stalls of indoor parking, a 38 stall surface parking lot, and a new storm water infiltration basin to improve water quality leaving the site.
The Red Wing Zoning Ordinance requires that 120 on-site parking stalls be constructed for the project (two per unit), including at least 60 indoor stalls. The applicant is requesting a Variance to allow only 98 on-site stalls for the project, specifically, 60 indoors and 38 outdoors, due to the large number of one bedroom apartments planned and the availability of 40 on-street parking stalls in front of the proposed building site.

Written or oral comments to said application may be presented at this public hearing or filed with the City Clerk prior to this hearing. Each response will be duly considered and evaluated before any formal action is taken by the Planning Commission to make a recommendation to the City Council. The City Council will consider and evaluate all responses made at the Planning Commission Public Hearing and the Planning Commission’s recommendation. No additional oral comments will be presented at the City Council meeting prior to a decision by the City Council unless specifically requested by the City Council.
