Predatory offender arrested in Texas
A level three predatory offender who moved to Red Wing last month and officially registered as homeless was arrested in Houston, Texas this week, the Red Wing Police Department reported.
A level three predatory offender who moved to Red Wing last month and officially registered as homeless was arrested in Houston, Texas this week, the Red Wing Police Department reported.
Joseph Upsher, 58, was released from Minnesota Correctional Facility-Rush City Nov. 12 after serving a 21-month sentence for felony domestic assault. He had finished his sentence and was not under supervision of the Department of Corrections.
However, because he was homeless, Upsher was required to check in with Red Wing police on a weekly basis to provide updates on where he was sleeping. Police Chief Roger Pohlman said Upsher failed to register on Nov. 26, and a warrant was issued for his arrest. The police department was notified of Upsher’s arrest on Dec. 10.
