11/10/2012: Level three predatory offender moving to Red Wing

A level three predatory offender will be moving to Red Wing, the Red Wing Police Department announced Friday.

A level three predatory offender will be moving to Red Wing, the Red Wing Police Department announced Friday. Joseph Upsher, 58, will be released from prison and arrive in Red Wing Monday. He will technically be homeless, police Sgt. Jerry Rosenow said.

Like all level three offenders, Upsher will continue to be monitored by the Minnesota Department of Corrections. In addition, “he has to register as continuing to be homeless weekly and give a general description of where he’s sleeping,” Rosenow said.

A fact sheet from the Red Wing Police Department says Upsher has a history of forced sexual contact with adult females, including holding victims against their will. Upsher was known to his victims, the fact sheet says.

The fact sheet also stresses that Upsher has served his sentence and is not wanted by police. However, anyone seeing Upsher commit criminal activity should call the Red Wing Police Department at 651-267-2600.
