Voters in Wisconsin’s Third Congressional District will choose Nov. 6 between Ron Kind, the Democrat who has represented the district since 1997, and Ray Boland, a retired U.S. Army colonel who served as secretary of Wisconsin’s Department of Veterans Affairs from 1992 to 2003.
