NOTICE OF REQUEST FOR PROPOSALS - CITIZEN’S BUILDING
The County of Goodhue, Minnesota, is seeking proposals from qualified firms or persons interested in purchasing or leasing the real property known as the Citizen’s Building, legally described as:
Lots 4, 5 and 6 and the easterly one-half of Lot 3 in Block 19 in the City of Red Wing, and the easterly three-fourths of Lot 7, and southerly two and two-thirds feet of the easterly three-fourths of Lot 8 in Block 19 in the City of Red Wing, according to the plat thereof on file and of record in the office of the Register of Deeds for the County of Goodhue and State of Minnesota.
The Citizens Building was built in 1930 and remodeled in 1980. It is located at 426 West Avenue, in the City of Red Wing, Goodhue County, Minnesota. This building is currently being used as professional office space for staff of Goodhue County. The County is considering constructing a new facility and vacating this property. Goodhue County purchased the property in 1980. The building is considered to be a “Pivotal Building” in the Red Wing Historic Mall District, which is listed on the National Register of Historic Places. The building is also a pivotal building in the City of Red Wing’s locally designated Historic Mall District.
Proposals are requested to provide the County with the broadest range of options regarding the re-use of the building and property. Once a viable option is selected from this process, the County will then work with the proposer in formulating a more detailed plan which will include either the sale or lease of the property. Options that will preserve the County’s ability to reclaim the property at some time in the future, such as a future purchase option or a long term lease, will be considered.
Proposals must be received by 4:00 p.m., November 20, 2012, and will be considered by the County Board at the regularly conducted board meeting scheduled for 5:00 p.m., December 6, 2012. Goodhue County reserves the right to reject any or all proposals at the discretion of the County Board. A decision by the County Board to pursue an option will allow the County and the proposer to enter into direct negotiations in order to finalize an agreement.
