County accepting proposals for Citizen’s Building

After receiving unanimous approval from the board to send out its request for proposals for the Citizen’s Building, county staff is prepared to move forward with tours of the property.

Staff will hold five tours during September, October and November to allow interested parties to inspect the building. The tours are planned for 9 a.m. and 11:30 a.m. Thursday Sept. 27, 10 a.m. Friday Oct. 12, 1 p.m. Thursday Oct. 25 and 10 a.m. Friday Nov. 9.

Anyone interested in the building must submit their proposal in writing to the county administration office, Government Center room 309, by 4 p.m. Tuesday Nov. 20. The qualified proposals are scheduled to be considered by the board at its Dec. 6 meeting.

County Administrator Scott Arneson said Tuesday he already knows of several parties interested in the building.

County will apply for parks and trails money

The board approved 4-1 a resolution to apply for state grant funds to construct a trail to the top of the bluffs in Goodhue County’s Lake Byllesby Park.

Commissioner Ron Allen opposed the decision, saying he’d prefer to see the state’s money going toward the safety and improvement of Highway 52.

However, money for the trail in Lake Byllesby would come from the Parks and Trails Legacy Grant Program, which is specifically designated for these types of projects.

“It’s limited to going to trails, arts and environmental things,” Commissioner Dan Rechtzigel explained. “I don’t know why we wouldn’t want to access these dollars.”

“I want to be clear — I’m not taking any money away from (Highway) 52,” Chair Richard Samuelson said before voting for approval.

Through the Legacy Grant Program, the county is not required to match any of the funds it receives.
