PUBLIC HEARING NOTICE
Notice is hereby given that the City of Red Wing Advisory Planning Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, September 18, 2012, at 7:00 p.m., to hear and make a recommendation on a Conditional Use Permit (CUP) request by Xcel Energy, 414 Nicollet Mall, Minneapolis, Minnesota, to expand the Red Wing Refuse Derived Fuel (RDF) Ash Disposal Facility and to allow for disposal of the City of Red Wing’s incinerator ash, and the French Island RDF ash at the facility.
The legal description of this property is as follows:

That part of the S ½ of the NE ¼ and the E ½ of the SE ¼ of the NW ¼ all in Section 35, Township 113 North, Range 15 West, lying north of the following described line, to wit: Beginning at a point on the East line of said Section 35, 160 feet (as measured along said East line) north of the East quarter corner. Thereof, thence North 86 degrees 02’ 50” West 1399.14 feet; thence West parallel with and 278.56 feet North of the East-West quarter line of said Section 35 to the intersection with the West line of the said E ½ of the SE ¼ of the NW ¼ of said Section 35 and there terminated.
Written or oral comments to said application may be presented at this public hearing or filed with the City Clerk prior to this hearing. Each response will be duly considered and evaluated before any formal action is taken by the Planning Commission to make a recommendation to the City Council. The City Council will consider and evaluate all responses made at the Planning Commission Public Hearing and the Planning Commission’s recommendation. No additional oral comments will be presented at the City Council meeting prior to a decision by the City Council unless specifically requested by the City Council.

Notice is hereby given that the City of Red Wing Advisory Planning Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, September 18, 2012, at 7:00 p.m., to hear and make a recommendation on a Zoning Text Amendment application proposed by the City Council of the City of Red Wing that addresses recommendations made in the Industrial Silica Sand (Frac /Sand) Mining Operations Moratorium Report adopted by the City Council on August 27, 2012. Amendments are proposed to the following Divisions of the Zoning Code: Division 10-040 (Definitions); 20-020 (Agriculture Residential District); 35-010 (Light Industrial District); 35-020 (General Industrial District); New Division 43 (Open Space Preservation Overlay District); Standards that relate to land uses concerning nonmetallic resources, 55-250 (Resource Extraction Activities); 55-260 (Heavy Industrial Land Use – Silica Sand Processing); and 55-270 (Motor Freight and Warehousing Land Use – Silica Sand).

PUBLIC MEETING NOTICE
Notice is hereby given that the City of Red Wing Advisory Planning Commission will hold a public discussion at approximately 8 PM on Tuesday September 18, 2012 in the City Council Chambers of City Hall to discuss the potential for applying for a Parks Legacy Grant to make improvements to Memorial Park. Since 2009, Live Healthy Red Wing (a community coalition working on active living initiatives) has been working to bring park users and surrounding neighborhood residents together to help to make improvements in the trail systems in the park. In 2011, the Red Wing Area Fund (a non-profit community based organization committed to enhancing the quality of life in Red Wing), initiated a planning process with the University of Minnesota Center of Changing Landscapes to develop master plans for the historic quarry areas. In 2012, the Red Wing Area Fund initiated and funded Phase 1 improvements to restore the historic elements and provide for safety improvements in the Upper Quarry and Lower Quarry. The two organizations are now considering a partnership with the City of Red Wing and other community organizations and volunteers to complete Phase 2 park improvements. Under consideration are the following improvements: picnic shelters and restroom enclosures at three locations; an ADA accessible trail at the Lower Quarry that provides outstanding scenic vistas of the Mississippi River Valley; safety improvements to the existing park access road; renovation of the historic pump station building that will provide equipment storage at the entrance to the Cow Path neighborhood access trail; reconstruction of the limestone steps that will provide improved and safe pedestrian access to the park for the Bush Street neighborhood; historic interpretive panels for new park kiosks; and other miscellaneous park improvements. Total project costs are estimated at approximately $400,000 with the City applying for a Park Legacy Grant of approximately $300,000.
The project partners are interested in obtaining neighborhood and other citizen feedback on the proposed park improvements or ideas for other needed improvements. Written comments and ideas may also be forwarded to the Planning Commission prior to the meeting and may be sent to: Brian.Peterson@ci.red-wing.mn.us or mailed to Planning Department, 315 West Fourth Street, Red Wing, MN 55066.. It is expected that the City Council will decide whether to submit the application for funding at their meeting scheduled for September 24, 2012.
