On August 16, 2012 the Goodhue County Board of Commissioners made the following amendment to the Goodhue County Zoning Ordinance:
Interim Ordinance 2012-1 was adopted to extend a temporary twelve (12) month moratorium on the issuance of any Conditional Use Permit for a new silica/frac sand mining operation (Mineral Extraction Facility) within rural Goodhue County to allow the above referenced land-use planning study to be completed and any recommended changes in County Plans, Policies or Official Controls to be considered by the County Planning Advisory Commission and County Board of Commissioners; and reserve the right to end the moratorium in less than twelve (12) months upon completion of the land-use planning study and satisfactory resolution of the issues of concerns as determined by the County Board.
Article 14, Mineral Extraction – The County Board accepted the recommended changes to the ordinance as presented by the Planning Advisory Commission with following additional changes:
1.Section 4, Subdivision 4 – Removal of the word “reasonable”
2.Section6, Subdivision 4F – Replace “Best Management Practices” with “County approved practices”
3.Section 6, Subdivision 4L2 – Replace “Three hundred (300) feet” with “One thousand (1000) feet” and add “The setback can be reduced to three hundred (300) feet if…”
