PUBLIC HEARING NOTICE
Notice is hereby given that the City of Red Wing Advisory Planning Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, August 21, 2012, at 7:00 p.m., to hear and make a recommendation on a Conditional Use Permit (CUP) request by Xcel Energy, 801 E. 5th Street, to construct a building at the Red Wing Steam Plant within a designated Flood Fringe District that will be elevated above the Regulatory Flood Protection Elevation by constructing an above-grade, enclosed tuck-under storage area. The Red Wing Zoning Ordinance requires a Conditional Use Permit in the Flood Fringe District to construct a building that is not elevated on fill or that is alternatively flood proofed in accordance with Division 52 of the Red Wing Zoning Ordinance. The Regulatory Flood Protection Elevation in this area is 684’ above sea- level; the main floor of the building will have an elevation of 688’ 4” above sea-level and the tuck-under storage area will have a minimum floor elevation of 677’ above sea-level. The portion of the proposed building below the Regulatory Flood Protection Elevation is designed to internally flood and will be constructed of flood resistant materials.

Written or oral comments to said application may be presented at this public hearing or filed with the City Clerk prior to this hearing. Each response will be duly considered and evaluated before any formal action is taken by the Planning Commission to make a recommendation to the City Council. The City Council will consider and evaluate all responses made at the Planning Commission Public Hearing and the Planning Commission’s recommendation. No additional oral comments will be presented at the City Council meeting prior to a decision by the City Council unless specifically requested by the City Council.

Notice is hereby given that the City of Red Wing Advisory Planning Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, August 21, 2012, at 7:00 p.m., to hear and make a recommendation on a Variance request by Riedell Shoes, Inc., 122 Cannon River Avenue, to construct a 10,000 square foot warehouse addition in the northern corner of the site with a rear yard setback of 15’ and a corner side yard setback of 11.44’. The Red Wing Zoning Ordinance requires a 30’ rear yard setback and a 30’ corner side yard setback in the I-1 Light Industrial Zoning District. The proposal also involves a variance request regarding building design standards that are found in Division 45 of the Red Wing Zoning Ordinance; specifically, required exterior building materials. Division 45 requires that the proposed warehouse addition be constructed to match the current adjacent façade of the building. The applicant is proposing a painted steel building; the current adjacent façade is a painted concrete block.
