Rain was falling at a rate of 1 to 2 inches by midafternoon.
Specific cities that could see flooding include Red Wing, Cannon Falls, Dennison, Stanton, Wastedo and Welch in Goodhue County. The weather service also said Miesville, Nerstrand, New Trier, Northfield and Randolph are at risk.
The Vermillion River is Hastings also is raging.
Streams, creeks and ditches can't keep up with the rain, meteorologists said. People should use extreme caution near water ways and on country roads.
