NOTICE OF PUBLIC HEARING

CITY OF RED WING, MINNESOTA

2012-2015 CAPITAL IMPROVEMENT PLAN

AND NOTICE OF INTENTION TO ISSUE

CAPITAL IMPROVEMENT BONDS

NOTICE IS HEREBY GIVEN that the City Council of the City of Red Wing, Minnesota (the “City”) will meet on Monday, April 23, 2012, at approximately 7:00 p.m., at City Hall, 315 West Fourth Street, Red Wing, Minnesota, in part to hold a public hearing concerning (1) the adoption of a Capital Improvement Plan (the “Plan”) pursuant to Minnesota Statutes, Section 475.521, and (2) the proposed issuance of general obligation capital improvement bonds (the “Bonds”) to finance various capital improvements set forth in the Plan. The maximum principal amount of the Bonds to be issued under the Plan is $1,510,000.

A copy of the Plan is on file with the City Clerk and is available for public inspection at City Hall during regular business hours. Questions or comments may be directed to the City Clerk’s Office at 651-385-3600.

All interested persons may appear and be heard at the public hearing either orally or in writing, or may file written comments with the City Clerk before the hearing.

If a petition requesting a vote on the issuance of the Bonds, signed by voters equal to five percent (5%) of the votes cast in the City in the last general election, is filed with the City Clerk within 30 days after the public hearing (i.e., by May 23, 2012), the City may issue the Bonds only after obtaining approval of a majority of voters voting on the question at an election..
