Notice is hereby given that the City of Red Wing Planning Advisory Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, April 17, 2012, at 7:00 p.m., to hear and make a recommendation on a Conditional Use Permit and Variance request by Gareth Brickzin, 2127 Frazier Street, to construct a detached single family residential structure within a designated Flood Fringe District that is elevated above the regulatory flood protection elevation by an above-grade, enclosed tuck-under garage. The Red Wing Zoning Ordinance requires a Conditional Use Permit in the Flood Fringe District to construct a single family residential structure that is not elevated on fill or that is flood proofed in accordance with Division 52 of the Red Wing Zoning Ordinance. The request also includes two (2) variances; a 4’ 5” height variance and a variance to use the existing access drive on the site. The Red Wing Zoning Ordinance allows a 30’ maximum height for the proposed structure; the applicant is proposing a structure height of 34’ 4 1/32”, which is directly related to the required flood proofing. The Red Wing Zoning Ordinance requires that all new principal structures located in a Flood Fringe District must have vehicular access at or above an elevation not more than two (2) feet below the regulatory flood protection elevation. The regulatory flood protection elevation in this area is 688’ above sea level; Frazier Street, which provides access to the applicant’s property, is approximately 5’ below the regulatory flood protection elevation.

Notice is hereby given that the City of Red Wing Planning Advisory Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, April 17, 2012, at 7:00 p.m., to hear and make a recommendation on a Conditional Use Permit (CUP) request by Xcel Energy, 801 E. 5th Street, to place more than 1,000 cubic yards of fill on the Xcel Energy Red Wing Steam Plant site, at 801 E. 5th Street, in a designated “Flood Fringe” of the Mississippi River and for a Storm Water Management Plan related to the proposed project. The applicant is proposing to remove a building on the site, elevate existing and new parking areas in the northeast portion of the site, pave the new parking areas, resurface existing aggregate drives and yards, and create new storm water infiltration basins to improve water quality leaving the site. Approximately 3.8 acres will be disturbed or resurfaced due to the proposal. The Red Wing Zoning Ordinance requires the approval of a Storm Water Management Plan as a CUP for projects that disturb more than one (1) acre of land and also requires a CUP for projects that result in the cumulative placement of over 1,000 cubic yards of fill in a designated Flood Fringe. The proposed project would increase the site’s amount of impervious surfacing by less than 0.10 acres and will reduce storm water flows leaving the site.

Notice is hereby given that the City of Red Wing Advisory Planning Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, April 17, 2012, at 7:00 p.m., to hear and make a recommendation on a Variance request by Goodhue County Habitat for Humanity, 480 8th Street, Red Wing, to construct a single family detached structure with a corner side yard setback of 15’ and a detached single stall detached garage with a corner side yard setback of 4’ at 547 Boxrud Street. The Red Wing Zoning Ordinance requires a 20’ corner side yard setback for primary structures and accessory structures in the R-2 Residential Two Zoning District.
