PUBLIC HEARING NOTICE
Notice is hereby given that the City of Red Wing Planning Advisory Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, November 15, 2011, at 7:00 p.m., to hear and make a recommendation on a Conditional Use Permit (CUP) request by PCL Construction Services, 12200 Nicollet Avenue South, Burnsville, Minnesota, on behalf of Xcel Energy - Prairie Island Nuclear Generating Plant (PINGP), 1717 Wakonade Drive, Red Wing, for a Storm Water Management Plan related to the construction of a proposed 61,358 square foot warehouse building on the PINGP site. The proposed construction project will result in the disturbance of approximately 7.05 acres of land; the Red Wing Zoning Ordinance requires the approval of a Storm Water Management Plan as a CUP for projects that disturb more than one (1) acre of land. The project includes the construction of four (4) infiltration basins which would treat and store storm water on the project site. The proposed project site currently contains 3.7 acres of impervious area; the proposed project would decrease the site’s impervious area to 2.9 acres.

Notice is hereby given that the City of Red Wing Planning Advisory Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, November 15, 2011, at 7:00 p.m., to hear and make a recommendation on a proposed amendment to the City’s Comprehensive Plan: “Appendix D.3. Bicycle and Pedestrian Master Plan”. The Bicycle and Pedestrian Plan was developed as an action of the Complete Streets Policy Resolution adopted by the City Council on January 10, 2011. It sets the framework to position Red Wing as a bicycle and pedestrian friendly city. The plan highlights the benefits of bicycling and walking; establishes a vision and goals; examines the existing conditions; identifies priorities for a bicycle and pedestrian network and projects; and identifies potential funding sources. This long range plan will allow the City to incorporate bicycle and pedestrian amenities into already planned and future road construction projects which will help to minimize additional costs and inconvenience due to construction.
Written or oral comments to said amendment may be presented at this public hearing or filed with the City Clerk prior to this hearing. Each response will be duly considered and evaluated before any formal action is taken by the Planning Commission to make a recommendation to the City Council. The City Council will consider and evaluate all responses made at the Planning Commission Public Hearing and the Planning Commission’s recommendation. No additional oral comments will be presented at the City Council meeting prior to a decision by the City Council unless specifically requested by the City Council.

Notice is hereby given that the City of Red Wing Planning Advisory Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, November 15, 2011, at 7:00 p.m., to hear and make a recommendation on proposed amendments to the Red Wing Zoning Ordinance (Chapter 11 of the Red Wing City Code). The Red Wing Planning Advisory Commission is proposing amendments to Division 10: Definitions, Division 55-050 Accessory Uses and Structures, and Division 55-115 Interim Uses of the Zoning Ordinance which address temporary portable storage units, temporary recreational shelters, and the design and materials allowed for detached accessory buildings/structures.
