PUBLIC NOTICE

Publication of Amended Ordinance

on July 7, 2009 the Goodhue County Board of Commissioners made the following amendments to the Goodhue County zoning Ordinance:

Amend: Article 1, section 4 (PERMIT REQUIRED), Subd. 7., as follows:

subd. 7. TO each application, there shall be included a site plan, (per Land Use Management Departments "site Plans - Requirements for site plans).

1. The site plan must be drawn utilizing a straightedge.

2. The site plan is to be drawn so that north is orientated to the top of the page. The plan must include a north arrow.

3. The entire parcel relating to the application must be shown, if the application or permit involves only a portion of the parcel, a key or vicinity map shall be included showing the entire parcel.

4. One copy of the site plan completed in ink or black-line print format on either an 8 &" x 11" or 11" x 17" sheet of paper must be provided.

5. The site plan shall include the following information:

a. All dimensions of the property boundaries.

b. All existing and proposed structures with the use and status (i.e. existing,

proposed, etc.) clearly labeled on the structure.

c. The distance of all buildings and structures from the site.s property lines.

The dimensions and square footage of buildings and structures.

d. The distance between adjacent buildings and on-site structures

e. The location and names of adjacent streets and roads.

f. Existing wells and private sewage disposal systems.

g. Property access points, driveways, and parking areas.

h. All easements.

i. Type of paving.

j. Indicate the orientation (facing) of the building and locate the front door.

k. All areas of the site to be disturbed by grading and excavation associated with construction of buildings or other site improvements shall be outlined and labeled. The zoning Administrator may require a grading plan if grading activity will impact environmentally sensitive areas including but not limited Floodplain areas, Shoreland areas, Steep slopes, and Sites with Karst Features. A grading plan included:

a. Existing and proposed two foot contours; and

b. An erosion and sediment control plan.

Amend: Article 3 (ZONING AMENDMENTS/REZONINGS/OFFICIAL MAPPING), section 2 (APPLICATION), Subd. 5 (Required Information), Paragraph G., as follows:

G. Prime Farmland Rating of the soil types in F.

SECTION 3. Amend Article 12 (Bluff Land Protection), section 3 (Boundaries), Subd. 1 shall be amended as follows:

Subd. 1. The bluff land protection area shall include all areas with the following soil types as determined by the Goodhue County Soil Survey:

A. N634E - Massbach-schapville complex, 18 to 35 percent slopes

B. N598E - Winneshiek-Waucoma complex, 18 to 35 percent slopes

C. N594E - Chelsea loamy sand, 12 to 35 percent slopes

D. N553E - Frankville-Nasset-Mt. Carroll complex, 18 to 35 percent slopes

E. N635E - Frankville-Nasset-Downs complex, 18 to 35 percent slopes

F. N642E - Frankville-Nasset complex, Oneota formation, 18 to 35 percent slopes

G. N609E - Hawick sandy loam, 18 to 45 percent slopes

H. M516E - Wangs-Wagen Prairie complex, 18 to 35 percent slopes

I. M537E - Meridian-Bassett complex, 18 to 35 percent slopes

3. N526F - Gale-Oak Center complex, 18 to 45 percent slopes

K. M540F - Frontenac-Bellechester complex, 18 to 45 percent slopes

L. N639F - Frontenac-Lacrescent complex, 20 to 45 percent slopes

M. N631E - Schapville silt loam, 18 to 35 percent slopes

N. N580G - Brodale, very flaggy-Bellechester-Rock outcrop complex, 45 to 90

percent slopes

O. N632G - Brodale, flaggy-Schapville complex, 18 to 80 percent slopes

P. N638G - Brodale, flaggy-Bellechester complex, 30 to 70 percent slopes

Q. N640G - Lacrescent, flaggy-Frontenac-Rock outcrop complex, 45 to 90 percent

slopes

R. N641F - Brodale channery loam, 20 to 45 percent slopes, flaggy

S. N639G - Frontenac-Lacrescent complex, 30 to 70 percent slopes

T. M539F - Bellechester loamy sand, 18 to 45 percent slopes

Amend Article 20 (A-l Agricultural Protection District), Section 6(General Regulations), to add a Subd. 3, to read as follows:

Subd. 3. All building, grading and development activities shall be reviewed with the qoal of minimizing loss or disruption of "Prime Agricultural Soils" as identified in the Goodhue County soil Survey (United states Department of Agriculture Web Soil Survey).

Amend Article 21 (A-2 Agricultural District), Section 6(General Regulations), to add Subd. 1, to read as follows:

Subd. 1. All building, grading and development activities shall be reviewed with the goal of minimizing loss or disruption of "Prime Agricultural soils" as identified in the Goodhue county soil Survey (United states Department of Agriculture Web Soil Survey).

Amend Article 22 (A-3 Urban Fringe District), Section 6(General Regulations), to add Subd. 3, to read as follows:

Subd. 3. All building, grading and development activities shall be reviewed with the goal of minimizing loss or disruption of "Prime Agricultural Soils" as identified in the Goodhue County Soil Survey (united States Department of Agriculture Web Soil Survey).

Delete all of Appendix A.
