PUBLIC HEARING NOTICE

Notice is hereby given that the City of Red Wing Planning Advisory Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, May 19, 2009, at 7:00 p.m., to hear and make a recommendation on a Variance and Minor Subdivision request by Steven Bauer, 13746 220th Street, Hastings, Minnesota, to split off and acquire a 0.28 acre parcel from an adjacent 1.65 acre parcel owned by Ronald Conda, 2157 Frazier Street, Red Wing. The applicant has a contract to purchase said parcel, which would be combined with the applicant's existing 0.91 acre parcel at 2137 Frazier Street. Both existing parcels are zoned (A) Agriculture; the Red Wing Zoning Ordinance requires a minimum lot size of 40 acres in the (A) Zoning District. Both existing parcels are currently considered to be non-conforming lots of record. The proposed Minor Subdivision would result in the Conda property being reduced to 1.37 acres.

Notice is hereby given that the City of Red Wing Planning Advisory Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, May 19, 2009, at 7:00 p.m., to hear and make a recommendation on a Variance request by Kevin Hanson, 1102 Maple Street, to widen an existing driveway to the western side yard property line in order to create another off-street parking space. The Red Wing Zoning Ordinance requires a 3' side yard setback for driveways/parking areas in the (R-1) Residential One Zoning District.

PUBLIC HEARING NOTICE

Notice is hereby given that the City of Red Wing Planning Advisory Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, May 19, 2009, at 7:00 p.m., to hear and make a recommendation on a Variance request by Charles Klair, W7698 150th Avenue, Hager City, Wisconsin, to construct a new single stall attached garage at 1807 W. 7th Street with an 11" side yard setback. The applicant is specifically proposing to demolish an existing dilapidated attached garage on the site and to build a new garage in the same location. The existing garage currently has an 11" side yard setback. The Red Wing Zoning Ordinance requires an 8' side yard setback.

PUBLIC HEARING NOTICE

Notice is hereby given that the City of Red Wing Planning Advisory Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, May 19, 2009 at 7:00 p.m., to hear and make a recommendation concerning a proposal to amend the City's Comprehensive Plan. Specifically, the Planning Advisory Commission will consider an amendment to the Upper Harbor Plan.

The proposed amendment to the Upper Harbor Plan addresses three issues: revisions to the general design of the Boat Storage area, revisions to the alignment of Levee Road as it extends west of Jackson Street, and the addition of a Park Entry Feature/Information Kiosk at the Jackson Street and Levee Road intersection.

PUBLIC HEARING NOTICE

Notice is hereby given that the City of Red Wing Planning Advisory Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, May 19, 2009, at 7:00 p.m., to hear and make a recommendation on a proposed amendment to the Red Wing Zoning Ordinance. The Red Wing Planning Commission is proposing an amendment to Division 57: STORM WATER MANAGEMENT REGULATIONS that will address new State of Minnesota regulations that relate to the nondegradation of "Outstanding Resource Value Waters" (ORVW). The Cannon River watershed in Red Wing has been designated as an ORVW. Currently, the Red Wing Zoning Ordinance makes a brief reference to the Cannon River Scenic and/or Recreational District but does not refer to the entire Cannon River watershed or to the Best Management Practices that have been developed for ORVWs. The City has committed in its Storm Water Pollution Prevention Plan (SWPPP) to amend the City Zoning Ordinance to properly reference these new requirements no later than June 30, 2009.

PUBLIC HEARING NOTICE

Notice is hereby given that the City of Red Wing Planning Advisory Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, May 19, 2009, at 7:00 p.m., to hear and make a recommendation on a proposed amendment to the Red Wing Zoning Ordinance. The Red Wing Planning Commission is proposing an amendment to Division 45: Design Review Overlay Regulations that will establish more stringent minimum standards for exterior architecture of commercial, office, multi-family residential, industrial and warehouse buildings located within designated districts, in order to ensure high quality design of development and redevelopment within the City of Red Wing. The proposed amendment includes standards regarding allowed and prohibited exterior building materials and required percentages of primary and secondary materials.
