NOTICE OF PUBLIC HEARING
TO WHOM IT MAY CONCERN:
Notice is hereby given that the Red Wing City Council will hold a public hearing in the Council Chambers of Red Wing City Hall on Monday, May 12, 2014 at 7:00 p.m. regarding proposed revisions to the Red Wing Port Authority Enabling Resolution. A draft of the complete Resolution is available from the City Clerk or online at www.red-wing.org. Written and oral comments regarding the proposed revisions may be presented at this public hearing or filed with the City Clerk prior to the hearing. A summary of the proposed revisions follows.
The proposed Resolution revises Section 6 entitled Authority Staff by clarifying that Port Employees shall be hired according to the Citys hiring policy and practices and be a part of the Citys Pay Equity Classification System. All employees of the Port shall have full access to all city employment benefits and incentive programs.
The Port Director shall have the right to hire, terminate, and to discipline Port Authority employees with the approval of the Council Administrator.
The proposed Resolution further states that the Council Administrator shall participate in the Port Authority Directors evaluation as it relates to the City personnel policy and fiscal policy adherence.
The proposed revisions clarify that the Port Authority shall follow the Citys budget calendar and stay within the authorized budget. The Port Director must keep Commissioners fully advised on the financial condition of the Authority, and prepare an annual budget working within the fiscal policy and procedures of the City.
The proposed revisions provide access to the City Attorney for all Port business and access to the Citys technology network.
