Man charged in alleged rape

A 39-year-old Columbia Heights, Minn., man faces criminal sexual conduct charges after allegedly luring a 13-year-old girl into his hotel room and raping her.

A complaint filed in Goodhue County District Court Monday charges Tony James Kortas with two counts of first-degree criminal sexual conduct and two counts of second-degree criminal sexual conduct.

According to that complaint, Kortas approached the girl Friday evening while she was sitting alone in the bowling alley at Treasure Island Resort & Casino. He talked to the girl for a short while before going to the casino's gift shop to buy two boxes of condoms.

Kortas then returned to the girl and invited her to come back to his room, the complaint states. The girl went with him, she told investigators, because she thought they would just talk. She also said that he would not tell her how old he was.

Once in the room, the complaint states, Kortas made the girl drink an unknown blue liquid that he took out of the fridge. He wouldn't tell the girl what it was, though she stated that she "was dizzy and felt like she had to puke" after drinking the liquid.

Then, the complaint states, Kortas pushed the girl down, took off her clothing and raped her. The girl told investigators that she asked him to stop several times, but he would not. Kortas raped her a second time, the girl states in the complaint, holding a pillow over her head.

Meanwhile, the girl's mother had reported her missing to casino surveillance staff. She told officers that she had given the girl money to go to the arcade earlier that evening. Casino security was able to track the girl to Kortas' room.

When Prairie Island Tribal Police officers knocked on the hotel room door, the girl came out. When questioned about the girl shortly thereafter, Kortas said that the girl had told him she was 22, the complaint states.

Inside Kortas' room, investigators found used condoms and blood on the sheets.

Kortas was booked into Goodhue County Adult Detention Center July 6, and released on a bond Tuesday, the Minnesota Circuit Court Access website shows.

Each first-degree criminal sexual conduct charge Kortas is facing carries a maximum sentence of 30 years in prison and a $40,000 fine. He will make his next court appearance Aug. 2.
