Kocina said she spent 10 years in public health, 14 years with the city and then returned to school. Today she is an American Family Insurance agent.

"What the community needs now is some common sense. Get back to the basics and take care of our people," Kocina said.

Several people encouraged her to run, she said, and she looks forward to the campaing. With her and husband Doug's children grown, she now has the time.

"We raised five children here. We have grandchildren up and coming. I want to see a healthy city - I want to keep it healthy," she said.

The other candidates are Dan Bender, Ernest Stone, John Sachen, Christopher Nelson and Samantha Tix.

No primary is required for special elections, even when more than two candidates file, so all names will be on the ballot June 11. The person elected will serve out former Mayor Dennis Egan's term, which ends January 2017.

Egan stepped down effective April 1. His resignation came after concerns about a conflict of interest were raised when he took a position with the Minnesota Industrial Sand Council. Egan first was elected in a 2011 special election after former Mayor John Howe became a state senator.

Filing for the upcoming election opened April 2 and ran through 5 p.m. April 16.
