We give the Minnesota Legislature's 2013 a grade of B-...at most.

Controlled entirely by the DFL, the House and Senate still didn't get their work done until 11:59 p.m. May 20. One more minute and they would have violated the constitutional deadline.

Dragging the debate into the final day meant going back on their word, which should disturb Republican and Democrat citizens alike. For example, a business-to-business sales tax was "off the table," but somehow made it into law. The DFL leaders bullied their caucuses to get what they wanted.

Ironically, they did not find time to pass the anti-bullying law that many parents say their children desperately need.

Lawmakers must improve their performance in 2014. They've certainly left themselves much to do beyond the traditional bonding package.
