PUBLIC HEARING NOTICE
Notice is hereby given that the City of Red Wing Advisory Planning Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, February 18, 2014, at 7:00 p.m., to hear and make a recommendation on proposed amendments to the Red Wing Zoning Ordinance (Chapter 11 of the Red Wing City Code). The Red Wing Advisory Planning Commission is proposing amendments to Division 10: Definitions , Division 30: Business District Regulations and Division 40: Special District Regulations that would create two new residential use definitions that would be allowed in the B-1, B-2, B-2a, B-3, Civic, MC, and MCT Zoning Districts as permitted uses, uses allowed with a Certificate of Compliance, or uses allowed with a Conditional Use Permit. The proposed new land use definitions are shown below in underlined print.

Accessory Commercial Apartment (Upper Level) - A suite of rooms or a room with permanent cooking facilities arranged and intended for a place of residence of a single family or group of individuals living together as a single housekeeping unit that is located above the main level of a commercially used or zoned building, and which is accessory to the main use of the building.

Accessory Commercial Apartment (Main Level or Lower Level) - A suite of rooms or a room with permanent cooking facilities arranged and intended for a place of residence of a single family or group of individuals living together as a single housekeeping unit that is located on or below the main level of a commercially used or zoned building, and which is accessory to the main use of the building.
The Red Wing Comprehensive Plan, including the Downtown Action Plan, and Division 45 of the Red Wing Zoning Ordinance encourage multiple story buildings to be constructed in Red Wing’s business and mixed use districts with the intention to promote additional density in these areas, including residential density. These documents also encourage the use of existing upper levels in the historic downtown area to be used for residential purposes.

Written or oral comments to said proposal may be presented at this public hearing or filed with the City Clerk prior to this hearing. Each response will be duly considered and evaluated before any formal action is taken by the Planning Commission.
