AN ORDINANCE AMENDING CHAPTER TWO OF THE CITY CODE BY ADDING A NEW SECTION 2.11 RELATED TO THE HARBOR COMMISSION
THE CITY COUNCIL OF THE CITY OF RED WING ORDAINS AS FOLLOWS:
SECTION 1. Certain sections of Chapter 2 of the City Code of the City of Red Wing are hereby amended by deleting the overstruck language and inserting the underlined language as shown below:
SECTION. 2.11.HARBOR COMMISSION.
Subd. 1. Policy. It is the policy of the City to have a Harbor Commission.
Subd. 2.Composition. The Commission shall be composed of seven members. A representative of the Port Authority shall serve as a non-voting liaison between the Port Authority and the Harbor Commission. A representative of the Red Wing City Council shall serve as a non-voting liaison between the City Council and Harbor Commission.
Subd. 3.Purpose. The purpose of the Harbor Commission is to (1) recommend policy guidelines for commercial and recreational activities related to the City’s riverfront and navigable waters, (2) advise the Planning Commission, Port Authority, and/or City Council on new development or redevelopment along the riverfront or navigable waterways; (3) suggest policies as it relates to navigable waters within the City, (4) recommend operational policy for the marinas that are utilizing City property, and (5) assist with marketing and communications related to the Commission’s activities.
Subd. 4. Powers and Duties. The Harbor Commission shall have the following powers and duties:
A. Make recommendations related to all riverfront development or redevelopment projects.
B. Assist with review, analysis, and updating of recreational leases.
C. Assist with developing policies that affect recreational issues, including but not limited to, marina pricing, marketing recommendations, gas sales, waiting lists, etc.
D. Develop and assist with the implementation of marketing recommendations for recreational aspects of the river and for Ole Miss Marina activities .
E. Communicate with residents and boaters the rationale for various Harbor related policies.

SECTION 2: Effective Date. This ordinance shall be in full force and effect after its adoption and publication in accordance with the City Charter.
