The Red Wing Housing and Redevelopment Authority (HRA) will accept bids for the furnishing of all labor, materials, tools, equipment, and services necessary for the replacement of the existing window systems, including all associated work required to install same as shown in bid documents. Bids will be received until 2:00 PM (local time) September 23, 2014, at the Red Wing Housing & Redevelopment Authority, 428 West Fifth Street, Red Wing, MN 55066.
A mandatory pre-bid walk through is scheduled for September 9th, 2014, at 2:00 P.M. (local time). It is required that General Contractors/window installers bidding the work attend. Meet at the HRA offices at 428 West Fifth Street, Red Wing, MN.
Bidding requirements, drawings and specifications may be examined at the Red Wing HRA, Finn Daniels Architects, 2145 Ford Parkway #301, Saint Paul, MN 55116 (651-690-5525), Builders Exchange of Rochester, St Paul and Minneapolis, and the McGraw Hill Plan Room. A set of plans may be obtained from ARC Document Solutions with a deposit of $75. Deposits are refunded to General Contractors if documents have been returned in good condition. Additionally plans may be purchased from ARC Document Solutions (952-697-8800).
It is the Housing Authoritys intention to award a single prime contract to the lowest bid for the project based on available funding. The projects construction start would not be before the spring of 2015.
It is the Bidders responsibility to inquire as to the addenda issued.
A certified check or bank draft, payable to the order of the Red Wing Housing & Redevelopment Authority, negotiable U. S. Government Bonds (at par value) or a satisfactory bid bond executed by the Bidder and an acceptable surety, in the amount of five percent (5%) of the total bid, must be submitted with each bid.
No less than minimum salaries and wages set forth in the contract documents must be paid on this project (Davis-Bacon). Contractors must take affirmative action to ensure that employees and applicants for employment are not discriminated against because of race, color, creed, religion, national origin, sex, marital status, age, sexual orientation, disability, familial status or status with regard to public assistance. HUD, Section 3 Compliance & Documentation are required on this project as stipulated in the Bid Documents and HUD Standards. Qualified Section 3 businesses will have preferential treatment regarding bid award as stipulated in Bid Documents. All contractors must agree to the Code of Conduct Policy of the HRA.
Successful bidders must furnish and pay for a satisfactory performance and payment bond or bonds, in the penal sum of the full amount of the contract as awarded.
The Red Wing Housing and Redevelopment Authority reserves the right to reject any or all bids, to waive any informalities in the bidding and to award the contract to the lowest responsible bidder.
