PUBLIC HEARING NOTICE
Notice is hereby given that the City of Red Wing Planning Advisory Commission will hold a public hearing in the City Council Chambers at City Hall on Tuesday, April 15, 2014, at 7:00 p.m., to hear and make a recommendation on a proposal by the City of Red Wing for the Rezoning of multiple parcels in Red Wing to the Civic District zoning classification and a zoning text amendment to Division 40-030 of the Red Wing Zoning Ordinance. The rezoning proposal includes parcels located in the area known as the Red Wing Civic Mall and several properties owned by the Red Wing School District, including the Red Wing High School, Twin Bluff Middle School, and Burnside Elementary.
During the last major update of the zoning code, the Civic District zoning classification was established. The purpose of the Civic District zoning classification is to provide a zoning district for a mix of public and semi-public land uses along with complementary private development. The Civic District zoning classification was specifically created for the Red Wing Civic Mall and other civic/public areas.
The proposed rezoning applies to the following properties.
Rezoning from R-2 Residential Two to Civic:
Plat and Parcel No. 55-005-3120, 55-005-3110, 55-005-3100, 55-005-2040, 55-005-2030, 55-005-2020, 55-005-1570, 55-005-1580, 55-005-1510, 55-005-1500, 55-005-1480, 55-005-1490, 55-005-1530, and 55-005-2010.
Rezoning from B-2 General Business to Civic:
Plat and Parcel No. 55-005-3670.
Rezoning from B-3 Central Business to Civic:
Plat and Parcel No. 55-005-3680, 55-005-3050, 55-005-3770, 55-005-1460, Central Park Condominiums Plat, 55-005-2150, 55-005-2140, 55-005-3010, 55-005-1470, 55-005-2100, 55-005-2230, 55-005-2220, 55-005-2240, 55-005-2210, 55-126-0020, and 55-126-0010.
Rezoning from RM-1 Residential Multiple Family One to Civic:
Plat and Parcel No. 55-005-0220 and 55-005-0250.
Rezoning from AR Agriculture Residential to Civic:
Plat and Parcel No. 55-441-0030, 55-441-0060, 55-441-0050, 55-620-0520, 55-600-0070, 55-210-0120, and 55-841-0010.

The Planning Commission is also proposing a zoning text amendment to Division 40-010 Civic District of the Red Wing Zoning Ordinance that would allow for a waiver of parking requirements as a Certificate of Compliance, for Civic District zoned properties adjacent to a B-3 Central Business zoned district.
Written or oral comments to said rezoning and text amendment may be presented at this public hearing or filed with the City Clerk prior to this hearing. Each response will be duly considered and evaluated before any formal action is taken by the Planning Commission.
